JB weld is a type of epoxy. In my experience, cooling system leaks are especially hard to permanantly fix with adhesives. If you can get a patch of some material to cover the hole on the inside, that bonds well with the epoxy, it may work. Depending on what type of plastic the tank is made of, a solvent cement might even work better. You could try some ABS or PVC/ABS cement on a portion of the side tank and see if it bonds, of just peels off when dry.
